How to request a Blue Stake from TOUA

A Blue Stake, also referred to as a “Locate”, is a free service offered by TOUA in order to maintain the integrity of our buried infrastructure. TOUA will mark the location of the telephone/internet lines up to the home or business, water lines up to the service meter and any TOUA placed underground electric service lines.

Be prepared to supply the following information:

  • Your name.
  • Your phone number.
  • The phone number of the onsite person that will be present to meet with the Blue Stake technician and sign the blue stake ticket (if different from yourself).
  • Your email address.
  • Directions and instructions for the request, such as the village or area where you would like the blue stake completed. Be as specific and detailed as possible. Include the reason for the request and type of work that needs to be completed.
  • When possible, mark the area where the work will be completed with white paint to indicate to the blue stake technician exactly where excavation will be. Maps or pictures of the work area can be submitted as a tool to assist the technician in finding the exact location of the blue stake request.
  • Plan accordingly! All requests must be made 48 hours or more in advance. Any request within the 48 hour timeframe of your work is at risk of not being scheduled. If you proceed to excavate without a blue stake and cause damage to any of our facilities, you will be responsible for the cost of repairs. This includes, but is not limited to, materials, any specialized equipment needed to repair, time and labor charges.
When the blue stake is completed, you will receive a drawn map of the area blue staked and any facilities in that location. We do require someone to be onsite to sign the blue stake ticket as acknowledgement the blue stake was completed in the area requested. All blue stakes drawings are considered current for a period of 14 days.
